The South Frost Building is a governmental office building and one of a number of structures in the Queens Park complex. It is named for Leslie Miscampbell Frost (1895-1973), Premier of Ontario, 1949-1961.
The building is located at the northeast corner of University Avenue and College Street, which is at the south end of the Queens Park complex. It has seven stories plus a basement. The building is connected on its north end with the North Frost Building. There is a direct connection at the basement level to the Queens Park subway station, the only building in the Queens Park campus to have this connection.
The South Frost Building is a Provincially significant designated heritage structure, including both exterior and interior. It was constructed from 1964 to 1966 and is used by the Ministry of Finance and Management Board Secretariat for offices with a storage area in the basement. A Ministerial suite for the Minister of Finance is located on the seventh floor [top floor] of the building. The building faces northwest and is a framing element for the lawn and south elevation of the 1893 constructed Ontario Legislature Building. General public access to the South Frost Building is controlled, and is permitted only with Ontario Provincial Police escort.
CBRE / Infrastructure Ontario has contracted with Moon-Matz, Consulting Engineers, to design a sprinkler system for the building which will be constructed for floors 1-7, including the ground floor/lobby area. MW HALL CORPORATION, heritage consultants, was contracted by Moon-Matz Consulting Engineers to review the planned improvements, review the existing conditions of the heritage building to be impacted by the introduction of a sprinkler system, to identify any potential impacts to the heritage building, and to recommend mitigation measures for projected impacts from the planned improvements. All of the planned improvements were to the interior of the building.
