An existing 18 acre parcel in the historic core of the City involved a number of parcels under separate ownership. Commissioned by the City as a spur to redevelopment, a combined economic analysis and physical development plan with urban design controls, City construction of infrastructure elements and detailed negotiations with individual property owners was conducted to create a coordinated yet incremental implementation plan. Mark Hall was principal-in-charge for ARCHIPLAN urban design collaborative in creating the plan and conducting the redevelopment process.
